Demonstrator Application Grant Scheme (DAGS)
The Demonstrator Application Grant Scheme (DAGS) is a seed fund for small, focused and sustainable pilot ICT-based community projects that have the potential for replication, up-scaling and commercialization.
As DAGS ROLL OUT is defined as a Demonstrator Application Grant Scheme, it is important that the project focus is relatively small for demonstration purposes. Thus, the focused group or community should be manageable within 12 months of project implementation. All projects deliverables should be specified clearly and detailed within 12 months time frame. A project should also outline the plan to sustain and upscale the project after the end of DAGS ROLL OUT funding.
The word ICT-based community projects means that a project should demonstrate the utilization of ICT and to relate how ICT can benefit the community’s life. There should be a clear explanation on the activities for community development such as awareness programs, seminar or training on order to improve the community’s knowledge and skills, which benefit them.
Reflects Malaysian culture and emphasizes the 3Cs (Community, Content & Connectivity).
The element of 3Cs should be defined in the project especially in the project deliverables. The project should be able to explain on the development of community, content and connectivity. For example: activities for community development such as training on using the portal, seminar on health (related to the project subject matter), awareness program, road show etc. Example of content development such as articles, books, modules etc. Example of connectivity such as web, network access etc.
Encourages tri-sectoral partnerships between the public, private and community sectors.
This is a necessary element that should be fulfilled by an applicant. The three parties (private, public & community sectors) should come together as smart partners to implement the project from the very beginning to the end of DAGS ROLL OUT funding. Each roles, responsibilities and contributions should be defined clearly.
Promotes the major components of knowledge development: learning, collaboration, the networkings of inter & intra communities using ICT and the creation of innovative, life changing approaches and models.
As DAGS ROLL OUT is focusing on 2 major components namely content and community, it is deemed necessary to elaborate on the content development (knowledge development) in that particular project. The content should be interrelated with the problem statement and based on community needs.
DAGS ROLL OUT – STRATEGIC PRIORITY AREAS (SPAs)
A DAGS ROLL OUT project should be aligned with any one of the followings Strategic Priority Areas (SPA):
- Social Digital Inclusion (SDI)
- Economic Competitiveness (EC)
- e-Public Services (e-PS)
Strategic Priority Areas
1) Social Digital Inclusion (SDI)
- This SPA aims to enhance community participation and ensure the development of an inclusive community through the usage of life-changing ICT solutions.
- This SPA addresses the needs of eight priority target groups namely:
- Senior citizens
- Youth
- Disabled
- Poor
- Rural
- Women
- Indigenous
- Small & Medium Enterprises
- The desired outcome is the enhancement of the role, position and status of targeted groups in society through ICT acculturation and development. In addition, the project should foster harmonious living, nurture a caring spirit among the various communities and inculcate positive values.
2) Economic Competitiveness (EC)
- This SPA seeks to encourage firms to adopt ICT as a means to achieve firm-level competitiveness for the Malaysian economy
- Priority sectors are:
- The desired outcome is to increase Malaysia’s economic competitiveness through integration and reintermediation
3) E-Public Services (e-PS)
- The effective and efficient delivery of public services is crucial in supporting and facilitating the migration of Malaysian industry, government and community sectors into the information era.
- The 2 objectives of this SPA are:
- To support and integrate initiatives under the other two SPAs, namely Economic Competitiveness and Social Digital Inclusion. The desired outcome is the creation of concrete action plans and budgets by government agencies towards business process reengineering.
- To initiate an e-PS DA that can be replicated and up-scaled at national level with value added services that improve the overall efficiency and effectiveness
